Greetings! My name is Donna Mitchell and I am a resident in District 2. I have filed to run for City Councilwoman in DISTRICT 2. My husband, Wayne and I have been married for thirty years and have been blessed with two wonderful daughters and three grandchildren. I retired in 2020, as the City Manager of Dover. I am a retired Certified Public Accountant (CPA), and I have always strived in my personal and professional life for excellence.
My work in government with the city (combined 31 years) and as an employee of Playtex Products Inc, has helped me prepare for this next step in building a secure future for the residents of Dover. With your vote, my overall mission is to: stabilize our future financial well-being in city government, provide transparency, and build trust with those I represent in DISTRICT 2. Each year, I presented City Council with a balanced budget, while ensuring the daily oversight of operations, logistics, budgeting and forecasting, efficiency of constituent services, and effectuating change within city government. While working within the City of Dover, the City of Dover maintained the Award of Excellence in Financial Reporting from the Government Finance Officers Association. I will continue to work hard and provide you with the representation you deserve.
I am asking you to vote on April 15, 2025, for me to represent you for DISTRICT 2.
Focused on addressing the needs and concerns of Dover's residents and ensuring that all voices are heard and valued.
Promoting open government practices and transparency in decision-making to regain Dover's trust.
Ensuring our city remains a safe and healthy place through community driven police and fire departments, and accessible healthcare services.
Focused on enhancing Dover’s infrastructure: including roads, public transportation, and green spaces, to make our city a better place to live, work, and play.
Working to promote planned affordable housing options, helping families secure stable homes and reducing the cost of living for residents.
Promoting policies that assist local businesses, encourage job growth, and contribute to a stable economy.

Regular elections. In accordance with 15 Del. C. § 2036, § 2037, and § 7550(d) the city clerk shall close the registration records the fourth Monday (March 24, 2025) prior to the date of the regular election (April 15, 2025), and only those voters properly registered as of that time shall be entitled to vote at the following regular election.
